Job Summary

The Assistant Manager, Learning & Development is responsible for supporting the design, implementation, and continuous improvement of learning and development initiatives across PaxOcean Group. The role partners with business leaders and stakeholders to identify training needs, develop learning solutions, enhance workforce capabilities, and foster a culture of continuous learning. This position also supports talent development programmes, competency framework initiatives, and training effectiveness measurement to ensure employees are equipped with the skills required to meet current and future business needs.

Key Responsibilities

  • Support the development and implementation of learning and development strategies that align with organisational goals and business priorities.
  • Conduct training needs analyses in collaboration with business units and key stakeholders to identify capability gaps and learning opportunities.
  • Coordinate and administer learning programmes, workshops, leadership development initiatives, and employee development interventions.
  • Support the development, maintenance, and implementation of competency frameworks across various functions and employee groups.
  • Assist in the management and execution of graduate, management trainee, and talent development programmes to support employee growth and succession planning initiatives.
  • Curate, source, and recommend internal and external training programmes that address organisational and employee development needs.
  • Monitor training participation, learning outcomes, and programme effectiveness through feedback, assessments, and data analysis.
  • Prepare training reports, dashboards, and insights to support data-driven learning and talent decisions.
  • Work closely with HR and business stakeholders to promote a culture of continuous learning and professional development.
  • Ensure proper administration of learning records, training databases, budgets, and vendor partnerships where applicable.

Key Requirements

  • Minimum 4–6 years of relevant experience in Learning & Development, Talent Development, Training, or related HR functions.
  • Experience in conducting training needs analyses and coordinating employee development programmes.
  • Familiarity with competency frameworks, learning management systems (LMS), and adult learning methodologies.
  • Ability to analyse learning data, identify trends, and recommend improvements based on insights.
  • Strong stakeholder management skills with the ability to work effectively with employees and leaders across different levels of the organisation.
  • Excellent communication, presentation, facilitation, and interpersonal skills.
  • Strong organisational and project management skills with the ability to manage multiple initiatives simultaneously.
  • Proactive, detail-oriented, and results-driven with a continuous improvement mindset.
  • High level of professionalism, integrity, and credibility.
  • Ability to work independently as well as collaboratively within a team environment.

Education

Bachelors in Human Resources or Organization Development
