Job Summary

Executive, Commercial (Estimation & Invoicing) is responsible for managing the end-to-end tendering process, from receiving client RFQs (Requests for Quotation) through pre-award, contract award, and project closure.

Key Responsibilities

Pre-Awarded

  1. Receive RFQs from clients.

  2. Review RFQs and prepare high-level summaries for development of Technical and Commercial Proposals.

  3. Conduct coordination meetings with Project, Engineering, Planning, Production, QA/QC, Procurement, and HSE to brief project scope and identify required documents per ITT/ITB.

  4. Raise technical clarifications to clients in case of ambiguity, misunderstanding, or need for additional technical details based on RFQ.

  5. Perform sanction and compliance checks on company and vessel.

  6. Develop cost estimates for materials, labor, subcontractors, and other cost components in line with project specifications.

  7. Review preliminary schedules and manpower loading prepared by Planner to support cost estimation.

  8. Prepare estimated cash flow projections to support payment milestones and terms.

  9. Prepare executive summary presentation decks for Management and BOD approval.

  10. Coordinate and gather technical data and inputs from Production, Planning, and relevant departments for Technical Proposal.

  11. Prepare and submit Technical and Commercial Proposals.

  12. Coordinate with Legal for review and follow-up of draft contracts.

Follow up with clients and obtain feedback on submitted proposals.

Awarded

Monitor draft contract and coordinate legal vetting between Owner’s legal team and Yard Legal.Review final draft contract for Management signature.

Follow up on PO issuance.

Handover tender documents, contract, and PO to Billing/Invoicing Team.

Conduct handover meeting with Project Manager, Billing Officer, Production, Engineering, Planning, Procurement, and QA/QC to brief project information and preparation for long lead items and bulk materials as stated in quotation.

Filing and documentation of tender documents.

Assist Billing/Invoicing Team for cost planning in SAP.

Key Requirements

Required Education & Qualifications
Education: Diploma Degree / Engineering Degree on Marine Engineering / Naval architecture
With 2 / 3 years Experiences in Shipyard / Fabrication Yard 


Skills & Competencies
Skills : 
-    Technical knowledge on basic engineering 
-    Able to review technical drawing and schedule 
-    Have knowledge on Contract review
-    Expertise to preparing details cost estimate based on BOQ and build up cost based on historical data, current market price and existing tariff
-    Expertise on SAP for Cost control for budget monitoring 
-    Expertise on Quantity Surveying for re-measurement and claim management
-    Professional English language, speaking and writing

Education

Bachelors
Diploma in Marine Engineering or Naval Architect

Certifications
