Strategic & Operational Oversight (Segment Level)
- Segment Performance Ownership: Accountable for all HSSEQ KPIs (TRIR, LTIF, near-miss reporting rate, audit closure rates, environmental incidents) across assigned fleet segment.
- Risk Profiling: Maintain a live risk register for the segment (geographic, operational, asset-specific).
- Fleet Assurance Schedule: Plan and execute a rolling program of announced and unannounced vessel visits, safety inspections, ISM internal audits, and ISPS security assessments (minimum 1 visit per vessel per 6 months).
Management of Offshore HSSEQ Managers & Vessel Leadership
- Direct Support & Coaching: Provide technical guidance and performance feedback to Offshore HSSEQ PIC and Masters regarding incident investigation, PTW audits, safety culture interventions, and client HSSE interface.
- Competency Assurance: Verify that all offshore HSSEQ PIC and vessel safety officers meet segment-specific competency requirements (e.g., DP familiarization, heavy-lift, anchor handling safety).
Incident Management & Investigation (Segment Level)
- Lead or escalate high-potential (HiPo) incidents, LTI, and major environmental breaches across the segment, ensuring consistent use of investigation methodology (e,g. TapRooT / 5-Why).
- Review all incident reports from vessels before submission to the Head HSSEQ – ensure root causes and systemic corrective actions are identified.
- Track corrective action closure rates across the segment and escalate overdue actions.
Client & Third-Party Interface (Segment-Specific)
- Act as the primary HSSEQ point of contact for client HSSE teams within the segment (e.g., major oil companies, NOCs).
- Lead client pre-qualification and tender responses for HSSE sections – present segment performance data during client audits.
- Coordinate joint safety campaigns and client-led verification visits on assigned vessels.
Compliance & Assurance (ISM / ISPS / MLC)
- Serve as alternate or designated DPA (Designated Person Ashore) for vessels within the segment (if qualified under ISM Code).
- Monitor certificate validity (Class, Flag, Oil Major COCs, DOC extension) and advise vessels on upcoming surveys.
- Oversee external audit readiness (Flag state, Class, Oil Major, ISO) – pre-audit vessels and debrief findings.
Environmental & Quality Performance
- Monitor segment-level environmental metrics – carbon intensity (CII), oil-in-water exceedances, garbage segregation deviations, NOx/SOx compliance.
- Drive ISO 14001 segment objectives (e.g., reduction in single-use plastics, improved fuel efficiency measures).
- Review customer satisfaction feedback (quality angle) and identify systemic non-conformities across the segment.
