Job Summary
The successful incumbent will be in charge of Marine & HSSEQ compliance as per DOC & relevant regulatory requirements for PCL Dry fleet vessels.
Key Responsibilities
Inspections & Compliance
- Oversee vessel inspections and ensure compliance with ISM Code, classification rules, and international regulations.
- Oversee, improve, and align inspections (PSC, Rightship, Charterers, internal) and guide vessel preparation for close-out of observations.
- Maintain fleet readiness for PSCs, CICs, and regional requirements (e.g., USCG, VGP, OSROs)
Quality & Safety Management
- Manage Quality System reviews, findings, and Master's reviews, including recommendations for management action.
- Oversee HSSEQ documentation, SMS compliance, and audits (DOC, ISO).
Conduct safety seminars ashore
Training & Development
- Identify training needs and implement them across fleet and office employees.
- Conduct appraisals, conduct interviews of Senior Officer/ Engineers, and brief crew on policies, documentation, and procedures
Operational Oversight
- Ensure safe, efficient, and cost-effective ship performance.
- Supervise and enforce navigation standards, cargo operations, and ship performance.
- Work with operations and commercial teams to meet Charter Party obligations.
- Monitor ship operating costs, monthly KPIs, and optimize resource utilization
Risk & Incident Management
- Analyze risks, investigate serious incidents, vessel casualties, and oil pollution events.
- Investigate Open Reports as directed by the Group HSSEQ.
- Monitor NCRs and ensure follow-ups are carried out to address them
Client Engagement
- Support Commercial and Operations teams during customer engagements.
- Update clients on ship status and issues.
- Manage information exchange between clients and businesses
Continuous Improvement
- Review SMS procedures, identify gaps, and implement improvements to optimize resources, enhance performance, and improve customer satisfaction.
- Maintain records and analysis of inspections/ audits and develop improvement strategies.
Key Requirements
- Holder of Class 1 Master COC (Unlimited).
- Sailing experiences as a Certificated Marine Deck Officer for at least 5 years onboard Dry cargo vessels. General cargo, Projects & IMDG cargo experiences are preferred.
- 2 years of shore-based experiences in a similar capacity are preferred.
- Strong knowledge of HSSEQ, vessels’ marine operations requirements and voyage regulations.
- Good knowledge DPA & CSO role in office.
- Efficient project handling and clear communication.
- Strong ability to negotiate effectively.
- Skilled in leading and fostering teamwork.
- Adept at managing priorities and staying organised.
- Fluent in English.
- Proficient in MS Office Suite.
- Proactive approach, and ensures safe and efficient vessel operations.
